That said, a tenant in Nevada has more leverage on a leaking roof than most people use. Here's what actually moves a landlord:
- Put it in writing. A dated text or email describing the leak starts the clock — verbal reports don't exist later.
- Photograph the ceiling stain with the date visible, and again a week later. Two photos showing growth is the single most persuasive thing a tenant can hand a property manager.
- Ask for the repair in habitability terms, not favor terms. Water intrusion is a maintenance obligation on a rental, not a courtesy.
- Ask whether the roof is being repaired or replaced. A patch on a 20-year-old Reno roof is a re-run you'll be scheduling again next spring.
- If it's storm damage, mention the date of the wind event. Owners with a claim window open move much faster than owners without one.

- Three jurisdictions, one valley. Unincorporated Washoe County (Building & Safety, 775-328-2020), City of Reno, and City of Sparks each run their own reroof permits and fee schedules — the address decides, not the mailing city.
- Washoe County's EZ Permit fast-track covers like-for-like residential reroofs and can often issue same-day for a licensed contractor. Change material categories and you drop out of the EZ lane into standard review, sometimes with engineering.
- Typical residential reroof permit fees land around $100–$400, valuation-based.
- WUI parcels around Galena, Caughlin Ranch, west Somersett and the foothill edges get a Class A assembly requirement enforced at plan review — the underlayment spec, not just the covering, has to carry the rating.
- Nevada roofing work is C-15 / C-15a, verifiable at nscb.nv.gov, and the monetary limit on the license is public.
